In April 2019, the state of New York passed the most significant pre-trial criminal justice reforms in more than a generation, due to the advocacy efforts of community-based groups, directly impacted individuals and families, and reform-minded legislators. These laws eliminate cash-bail for most misdemeanors and non-violent felony charges, reducing the pre-trial jail population by 40 percent. Tens of thousands of lives will be impacted annually by these changes.
Although these changes are significant, sustained advocacy is needed to advance additional legislation to further decarcerate New York. On the horizon in the upcoming legislative session are important bills that are a part of a larger reform agenda including, the H.A.L.T (Humane Alternatives to Long Term Solitary Confinement) Bill, Medication-Assisted Treatment (M.A.T), and the Less is More NY Act.
