New York’s health exchange, New York State of Health, has been lauded by The New York Times as a model for health exchanges across the nation. As of the April 15th extended deadline, our state was able to provide new public or private coverage for almost a million New Yorkers. But the job is nowhere near complete. There are still more than a million New Yorkers who remain without health insurance.
For many of the uninsured, achieving the promise of health reform will require direct one-on-one enrollment assistance to persuade them of the value of coverage and help them complete the application. Based on the early experiences of these enrollment groups and emerging data, what do we know about the populations that are actually getting coverage? What populations need more attention? And what could be the role for philanthropy to support such efforts?
On June 25th New York State officials released their demographic report on the first wave of enrollment. The data, which represent the first-year open enrollment period, show that more than 80 percent of enrollees reported being uninsured at the time of application, enrollment occurred in every county in the state and across all health plans, and across a mix of age groups. From October 1, 2013 and through April 15, 2014, 960,762 New Yorkers enrolled into a health plan through NY State of Health.
At this program funders will have an opportunity to dig into the data and ask questions about the implications for the populations they care about the most.
