The state minimum wage in New York City will increase to $15/hour within less than three years for small businesses, and within less than two years for businesses employing 11 or more workers. This dramatic shift will deeply impact the New York City workforce development world— in terms of increases not only for some workforce organizations’ own budgets, but also for the labor costs of many employer partners within low-wage industries. And those impacts will vary greatly by sector—from Medicaid-funded caregivers, to restaurant workers, to retail staff. This panel will examine the policy and practice implications of this rapid re-structuring of New York City’s low-wage labor market.
