Jessica Rothkuo Joins Redlich Horowitz Foundation to Lead Family First Implementation
The Redlich Horwitz Foundation is pleased to announce the expansion of our team! Jessica Rothkuo has joined as our senior program manager to lead the foundation’s support of NY counties for successful implementation of the Family First Prevention Services Act. Jessie’s role is one of the first positions in the state to focus on the implementation of this landmark child welfare law.
Jessie will lead our collaborations with government, philanthropic and nonprofit partners to support statewide Family First planning and implementation. Family First is an opportunity to shift the child welfare system toward a focus on prevention, kinship and family foster care. The law’s new programmatic mandates and fiscal reform are designed to decrease the use and improve the quality of congregate care; increase the use of certified kinship care; and expand community-driven and high-quality preventive services that keep families together safely and support their continued health and well-being.
