As one funder offered, “Advocacy can be a murky business.” It can indeed be quite the challenge to select, support, strengthen and ultimately assess the effectiveness of advocacy efforts—yet taking deliberate steps at the onset to measure a potential grantee’s ability to mount a strong advocacy campaign can be a critical component of success.
A variety of strategies and tools are now available to assist funders in this process. A free electronic tool to assess an organization’s capacity to engage in advocacy activities was recently launched by the Alliance for Justice. The William Casper Graustein Memorial Fund has developed an internal tool that measures the advocacy strength of organizations on a state level. The George Gund Foundation has provided long-term leadership in the development and implementation of advocacy capacity assessment and evaluation.
