According to the Administration for Children’s Services (as of September 2014) there were 11,386 children in foster care. There are 1,000 young people who annually age out of foster care. In September 2014, there were 24,124 children who were homeless. These are arguably some of New York City’s most vulnerable children. They are the ones most likely to do poorly in school and come into contact with the justice system. They are the ones most likely to fall into multiple buckets. These young people are a prime example of “multi-system youth,” who come in contact with City services a multiple entry points, but nonetheless frequently have bad outcomes.
For these children’s well-being, it truly “takes a village.” The Administration for Children’s Services, the Human Resources Administration, the Department of Homeless Services and the Department of Probation all have their hands in serving these youth, but how are they working together to coordinate? A major focus of this session is to better understand how these large and complex bureaucracies that serve vulnerable youth in different ways can work together so that these children don’t fall between the cracks and can have a chance at leading productive lives.

- What does it take to be able to work with another agency? What paves the way to successful coordination? What gets in the way?
