Attaining important policy changes often requires the engagement of different types of nimble nonprofits. For 50 years, 501(c)(4) social welfare groups have allowed people with shared policy concerns — civil rights, the environment, gun control and myriad others — to amplify their voices through collective action. These organizations are, to quote the IRS, charged with promoting the “common good and general welfare within the community as a whole.”
Over the past few years, social welfare groups have become more well-known, but also considerably misunderstood and maligned as they work to carry out their missions and strengthen public voices — and proposed IRS regulations issued in November 2013 would significantly limit the advocacy role of 501(c)(4) groups.
This panel program will address many of the questions that surround these groups, including why the proposed IRS rule changes matter to funders and the ways that the philanthropic sector can — and how some funders do — support (c)(4) work. It will also explore how these groups are key players in our democracy.
