The impact of efforts to hollow out, undermine, and politicize governing norms and institutions disproportionately harms low-income families and communities of color who rely most on effective public systems. Protecting the rule of law, professional civil service, and transparent federal budget and grantmaking processes are foundational to advancing economic justice and ensuring that public resources are deployed fairly and equitably.
The coming year represents a critical juncture — both for protecting core governing functions in the near term and for shaping a more resilient and accountable public sector for the future. This session will feature insights from the Center on Budget and Policy Priorities’ Governance Project and The Government Renewal Project. Organizational leaders will highlight ongoing work to defend federal systems and develop practical, forward-looking reforms—along with the critical role funders can play at this pivotal moment.

CBPP’s Governance Project focuses on understanding and pushing back on harmful changes to foundational federal systems — including budget execution, grantmaking, personnel policies, data privacy, and service delivery — and using what we have learned to develop sound, practical plans for how to rebuild and reform our governance systems so they are effective and build public trust. Staffed by former senior federal officials, leading legal experts with deep experience in the inner workings of government, and programmatic experts, the Project provides rapid, technically grounded analysis and assistance to policymakers, litigators, advocates, journalists, and state and local leaders at the same time that it is building action-oriented reform plans for the future in deep partnership with the Government Renewal Project.
The Government Renewal Project is an initiative focused on building the government Americans want, deserve, and need. Its mission is to provide the next U.S. president with a first-year blueprint for building and enhancing federal government capacity to deliver results for the American people, while laying the groundwork for long-term government revitalization and transformation. Through operational, institutional, and workforce fixes and reform, the Government Renewal Project aims to bridge the gap between policy aspirations and governmental capacity while rebuilding public trust in American institutions.
