When FEGS shocked the world by closing down almost overnight, the Human Services Council brought together seasoned nonprofit human services executives, experts in nonprofit financial management and oversight, philanthropies, academics and others with unique perspectives in an effort to understand the growing insecurity of the human services sector. This Commission, meeting since March, is chaired by Gordon Campbell of NYU’s Robert F. Wagner Graduate School of Public Service, a former government official and nonprofit executive, has evaluated the financial details, management decisions, government contract terms, and accountability systems across the human services sector to gain a full picture and understanding of what major factors are contributing to an unstable services delivery system. 
 
The Commission released a set of recommendations in February 2016 geared towards government, providers, and philanthropy to preserve and strengthen critical programs in communities. The recommendations aim to:
 
  • Ensure quality services and continuity of services to communities
  • Prevent needless closures of nonprofit human service organizations
  • Strengthen the financial health of nonprofit human service agencies
  • Lead to the adoption of public policy changes addressing financial stresses faced by nonprofits contracting with government 
  • Improve nonprofit human service managers' ability to assess risk 
  • Improve the oversight practices of nonprofit boards and auditors
