New York State Health Foundation Comments on Proposed Rule to Expand Association Health Plans 

proposed rule by the U.S. Department of Labor would broaden the availability of health insurance coverage (called Association Health Plans, or AHPs) sold through associations of employers. The proposed rule has potential to erode consumer protections, destabilize insurance markets, promote adverse selection, and raise prices for Americans. 

The history of plans like AHPs has been fraught with fraud and abuse. The proposal to expand them could make it harder for many working Americans, particularly those most in need, to obtain affordable health insurance coverage. AHPs may also fail to adequately cover their members for critical health care services. 

NYSHealth submitted comments on the potential impact of the proposed rule and offered solutions to reduce these negative consequences if it is enacted.

Public comments will be accepted through Tuesday, March 6, 2018.
