ReImagina Puerto Rico calls for a focus on social well-being in all investments, making equity and inclusiveness a priority, ensuring transparency at all levels of policy making, and emphasizing coordination and collaboration.

The commission’s priority recommendations for housing, energy, economic development, infrastructure, infrastructure, and health, education, and social services include developing models focused on establishing land tenure and community ownership in informal housing; establishing reliable and diversified backup energy systems for vulnerable communities; and developing Resilient Community Centers with the goal of improving the delivery of services before and after emergencies and disasters.

n the wake of the devastation wrought by Hurricanes Irma and María in 2017, philanthropic, local government, and federal recovery funds must be used to rebuild Puerto Rico in ways that strengthen the island — physically, economically, and socially — and leave it better prepared to meet future challenges, a report from the Resilient Puerto Rico Advisory Commission urges.
