A forecasting outfit called Atlas of Giving claims that 2013 is going to be one of the worst years for charitable giving in five decades, with just a 1.6% rise in donations. Not even addressed in this gloomy forecast is the possible gutting of charitable deductions in the tax code. If that goes through, the philanthropic sector inevitably will go into a tailspin....
